Santa Clara
City of Santa Clara to Place $400 Million Infrastructure Bond on the November 2024 Ballot

At the July 16, 2024 City Council meeting, Council voted unanimously to place a $400 million general obligation bond on the November 2024 ballot to address the City’s over $600 million in unfunded infrastructure needs. In addition to the bond measure ordinance, a detailed Expenditure Plan with specific projects was adopted to ensure monies are committed to the following infrastructure project areas:


* Streets and Transportation ($41,170,000)
* Fire Stations and Emergency Response ($142,235,450)
* Police Facilities ($43,987,500)
* Parks, Libraries, Senior Center, and Aquatics Facilities ($115,258,750)
* Stormdrain System Improvements ($46,000,000)
* Historic Buildings and Beautification ($9,200,000)

If the measure is passed by voters, bonds would be issued in phases to address prioritized needs. At full issue, the estimated annual levy would be $19 per $100,000 of assessed property value applicable to residential and business property owners.

Youth Resident Membership Card

*2024/2025 Resident Youth Card Membership*

The 2024/25 Resident Youth Card will be available online starting Wednesday, Aug. 7 and in-person at the Youth & Teen Center, 2446 Cabrillo Ave., starting on Monday, Aug. 12. The annual Resident Youth card membership includes access to:


* After School Program
* Skate Park
* Open Gym
* Recreational Swim Program

The annual membership fee for the Resident Youth Card is $30. Financial assistance is available. Contact the Youth & Teen Center at 408-615-3760 or YTC@SantaClaraCA.gov for more information.

National Night Out

*Santa Clara Celebrates National Night Out*

On Tuesday, Aug. 6 from 6 – 8:30 p.m. the City of Santa Clara will join communities across the nation to celebrate National Night Out. National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live.

Residents will have the opportunity to connect with their neighbors, Police and Fire Department personnel, City Council members, City administrators and Santa Clara Unified School District Trustees. Whether you decide to host an ice cream social, block party, themed cookout or night of games/contests, we would like to swing by! Citywide Garage Sale - August 10

Santa Clara’s summer Citywide Garage Sale returns Saturday, Aug. 10! Hosting a garage sale is a great opportunity for residents to turn unwanted items into cash, while preventing usable items from ending up in the landfill. Register online for individual, multi-family, or block garage sales now through Aug. 7 at SantaClaraCA.gov/GarageSale [ http://www.santaclaraca.gov/garagesale ]. Citywide Garage Sale registrations will be displayed on an interactive map and a finalized list of garage sale locations will be made available for download on Friday, Aug. 9. Residential Battery Storage Systems

*Get a Rebate Up To $6,700 on Residential Battery Storage Systems*

If you’re looking to add battery backup to your existing solar photovoltaic (PV) system or add a new PV system with battery backup, Silicon Valley Power now offers a rebate for residential battery storage systems. Battery backup systems can provide power to critical appliances or medical devices during a power outage and can be charged by your PV system.

Batteries must be integrated with a PV system and must be purchased and installed after July 1, 2024 to be eligible.

Incentives are $0.15 per Watt-hour up to $2,700. Income-qualified customers may receive an additional $2,000 in bonus incentives if enrolled in the Financial Rate Assistance Program [ https://www.siliconvalleypower.com/residents/payment-assistance ]. An additional $2,000 is available for income-qualified customers who meet LIHEAP [ https://www.csd.ca.gov/Pages/LIHEAP-Income-Eligibility.aspx ] income requirements.

Federal Tax Credits [ https://www.energystar.gov/about/federal_tax_credits/battery_storage_technology ] may also be available up to 30% of the cost of the batteries and for the installation of a new PV system. Batteries must have a capacity of at least 3 kilowatt hours to qualify. Consult your tax advisor for more information and any limitations that may apply.

*Community Engagement Meetings*

The Police Department is interested in collaborating with residents to host Community Engagement Meetings (CEM), formerly known as Neighborhood Watch.

This crime prevention program enlists the participation of residents, in cooperation with law enforcement, to reduce crime in neighborhoods. CEM groups take a proactive approach to fighting crime by becoming the extra set of eyes and ears for law enforcement.

As we bring back this program, the Police Department also plans to invite the Mayor and Councilmember that represents your district so they can hear directly from you and your neighbors on law enforcement related issues.

*Upgrade Your Home and Get up to $4,000 Back: *Silicon Valley Power is offering rebates to help you replace your old, natural gas-powered appliances with new, energy-efficient electric appliances. This guide will help you to identify electrification options in your home and identify things to consider when making the switch from natural gas to electric appliances.

The Silicon Valley Power Residential Electrification Estimator is a tool designed to assist homeowners in understanding how your energy use, utility bill and greenhouse gas emissions (GHG) will change and provide an estimated payback period when electrifying appliances in your home. If you’re ready to make the switch, consider a home electrification survey. Silicon Valley Power is offering a pilot program in partnership with CLEAResult to provide home electrification assessments for residents interested in implementing electrification opportunities.  Assessments can be completed virtually or in your home. *Police Department Recipient of Grant Funding to Support Enforcement Efforts in Fiscal Year 2024/25: *The Police Department has recently been awarded three grants to increase enforcement efforts – California Department of Alcoholic Beverage Control (ABC), California Office of Traffic Safety (OTS) and a subrecipient of a County of Santa Clara award for a California Department of Justice Tobacco Grant (Tobacco).


* The ABC Grant creates opportunities to ensure alcoholic beverage license holders meet their licensing requirements through regulatory inspections, Minor Decoy and Shoulder Tap operations. This $75,381 award also creates opportunities to conduct walking patrols around Santa Clara University and peddler inspections during events at Levi’s Stadium.
* The $70,000 in OTS Grant will be utilized to conduct Driving Under the Influence and Driver’s License checkpoints, pedestrian and bicycle enforcement operations as well as seat belt, distracted driving and impaired driving patrols.
* The Tobacco Grant focuses on reducing youth access to tobacco products. This $27,680 award will allow for compliance checks and Decoy Operations at stores selling tobacco products to ensure retailers are in compliance with local, state and federal laws.

Over the coming year, we will utilize our website and social media platforms to share public awareness campaigns as well as information related with specific enforcement actions as required.

*Chief’s Advisory Committee Application Deadline Approaching: *The Chief’s Advisory Committee is a resource to the Chief of Police and provides community members with direct access to the Chief about perceived issues related to the department, the formation of strategies and concepts around community policing, increase public awareness and provide neutral, third-party insight that supports a productive and inclusive exchange of ideas to be considered in the department’s decision-making process.

Apply by 5 p.m. on Aug. 16, 2024 to be considered for the Chief’s Advisory Committee. Free Residential Compost Giveaway

*Free Residential Compost Giveaway: *Enrich your summer garden with nutrient-dense compost and improve the soil’s ability to conserve water and nourish your crops. The City of Santa Clara is hosting a self-service compost giveaway event for Santa Clara residents on Saturday, Aug. 17 from 8 a.m. – 11 a.m. at the City’s Corporation Yard, 1700 Walsh Ave. Residents must provide a current utility bill and/or personal identification to verify eligibility.

Please note, compost will not be pre-bagged or contained. Residents must bring their own sturdy containers for transport (such as 5-gallon buckets). City staff will assist in filling containers and loading them into vehicles, with a maximum limit of 40 gallons per household. Compost will be distributed on a first-come, first-served basis while supplies last. Backyard Composting Workshop

*Backyard Composting Workshop: *Reduce your carbon footprint and recycle your organic waste by composting at home. Register for a composting basics workshop on Saturday, Aug. 24 from 10 a.m. – 12 p.m., at the Everett N. “Eddie” Souza Park, 2380 Monroe St. Learn how to build and maintain a home compost bin and apply the finished compost. This workshop will focus on backyard composting of yard trimmings and food scraps. Registration is required and in-person attendance is limited to 12 attendees. Senior Center Activities

*Senior Center Activities: Senior Travel – Adventures to Go:* The Senior Center is excited to announce the relaunch of the Adventures to Go Senior Travel Program for ages 50+. The day trip to Carmel-by-the-Sea on Thursday, July 25 sold out in less than a week.

Travelers experienced California’s coastal gem and spent the day exploring the fairytale village full of inspired restaurants, wine tasting, boutique shops, art galleries, a white-sand beach, and stunning scenery - all within walking distance.
