City Manager's Office Celebrating Earth Month with Councilmembers Lisa Diaz Nash and Nicole Fernandez To celebrate Earth Month, we’'re continuing to share another way our Councilmembers advocate for sustainability—by encouraging people to reuse items instead of discarding them. Councilmember Nicole Fernandez loves to donate to her local free Little Library. She also loves participating in her local Buy Nothing group—an online community where neighbors gift and request items and services that they need, keeping items out of landfills and helping foster community connections. We encourage you to join your local Buy Nothing Facebook group in San Mateo and consider giving your unused items a second life. Any day of the week you might spot Lisa Diaz Nash walking just about anywhere in San Mateo, including strolling in her neighborhood, sauntering over to City Hall, and trekking through downtown San Mateo. This is because transportation accounts for 51% of San Mateo’s greenhouse gas emissions and walking instead of driving helps reduce emissions. It also fosters connection with your environment and neighbors. For Lisa, walking helps her see what’s going on in the community and enables her to talk to people about important civic issues. You can’t make those kinds of connections from a car! And it’s healthier for you to boot! Sustainability Programs and Resources City Clerk's Office Updates City Council Actions at April 7 Meeting The following items were discussed by the San Mateo City Council on April 7, 2025 (Full meeting Minutes are approved in subsequent Council meetings. Full meeting Minutes are approved in subsequent Council meetings and can be viewed on the Public Portal below and are searchable on the City's Legislative Records portal. Study Session, 5:30 p.m. US 101 / SR 92 Direct Connector — Update The City Council received a status update presentation from SMCTA regarding the US-101/SR-92 Direct Connector project, along with public comments from the community. Council provided feedback to help guide the project's development. Council agreed to a proposal for Mayor Newsom and Council Member Cwirko-Godycki to write a letter of opposition to the project directed to the SMCTA, C/CAG, Assemblymember Papan, Senator Becker, and invite the City of Foster City to co-sign the letter. Regular Meeting, 7 p.m. Ceremonial Dispatcher Appreciation - Proclamation Tayo Wilson-Anumudu, Dispatch Supervisor, received the Proclamation. Arab - American Heritage Month - Proclamation Afif Baba, President of Ramallah Club, and Hiba and Musa, from the Council of American-Islamic Relations (CAIR) received the Proclamation.  National Library Week - Proclamation Rukshana Singh, City Librarian, received the Proclamation. Public Hearing Fiscal Year 2025-26 Comprehensive Fee Schedule — Approval City Council adopted a Resolution to approve the revisions to the proposed fiscal year 2025-26 Comprehensive Fee Schedule. Status of Vacancies and Recruitment and Retention Efforts (Assembly Bill 2561/Government Code 3502.3) – Public Hearing A Public Hearing was conducted in accordance with Government Code Section 3502.3 (Assembly Bill 2561) to present the status of vacancies, recruitment, and retentions efforts in advance of the adoption of an annual budget. Council discussed efforts and provided feedback to maintain competitive and equitable compensation for employees in the City of San Mateo.  General Fund Reserve Policy – Review The City Council reviewed and discussed the General Fund Reserve Policy and provided direction on modifications. Register Here for the Over 40 Recruitment Event Community Development Updates Reminder: City Council Study Session on Tenant Protections April 21 We wanted to share a quick reminder that you are invited to join the City Council Study Session on tenant protections on Monday, April 21 at 7 p.m. in Council Chambers at City Hall. This meeting will help inform how the City updates its tenant protection and anti-displacement policies, which is a key area in the City’s 2023-2031 Housing Element. At the meeting, we will update the City Council on findings from staff research and public engagement on anti-displacement and tenant protections, and seek direction from the City Council on next steps. Staff will provide an overview of the feedback received over the course of the past six months, including the two community workshops hosted by the Community Relations Commission on Nov. 17, 2024 and Jan. 15, 2025, and a series of focus groups and stakeholder meetings from October 2024 through January of 2025. If you missed any of the previous CRC meetings, you may access a recording of the meeting here: Workshop 1 and Workshop 2. Those who can't attend in person may participate virtually via Zoom. An agenda and instructions on how to join the meeting will also be posted in the City’s Public Meeting Portal the week before the meeting. Register Here City of San Mateo First-Time Homebuyer Program The City of San Mateo would like to remind the community that we have a First-Time Buyer Program, where we provide loans to qualifying first-time homebuyers to purchase townhomes and condominiums throughout the city that are sold for below market-rate. Learn More 2025-2026 Community Development Block Grant (CDBG) Annual Action Plan The City of San Mateo is announcing the posting of the 2025-2026 Community Development Block Grant (CDBG) Annual Action Plan. The purpose of the Annual Action Plan is to identify and address community development needs in the areas of housing, community development, and public services to improve the quality of life in San Mateo. The Annual Action Plan covers one year and is required for the CDBG program from the US Department of Housing and Urban Development (HUD). The public is encouraged to review the draft plan and provide comments from April 15 to May 15, 2025. The Community Relations Commission (CRC) will hold a public hearing at its Regular Meeting to take public comments and review the draft Action Plan. This hearing will take place on Wednesday, April 16, 2025, at 7 p.m. in San Mateo City Hall's Conference Room C (330 W 20th Avenue) and can be accessed remotely via the City’s Public Meeting Portal. A second public hearing to adopt the final Action Plan will be held during the City Council’s Regular Meeting on Monday, May 19, 2025, at 7 p.m. at San Mateo City Hall’s City Council Chambers. The meeting will also be held remotely, which can be accessed at the same aforementioned portal. Copies of the plan will be available by request at San Mateo City Hall, or online at our Action Plans page. Comments may be mailed to the attention of Jennifer Mora at the above address or emailed to jemora@cityofsanmateo.org. Public Works Progress SR 82/92 Interchange Landscape Improvements Project Underway Construction for the SR 82/92 Interchange Landscape Improvements Project began on April 7, 2025. The City’s selected contractor, Marina Landscape, Inc., will carry out the planned work at the cloverleaf interchange between El Camino Real and State Route 92, which includes clearing and grubbing, light grading and contouring, planting of ground cover and trees, and improvements to the irrigation system. As part of the project, new landscaping will also be added along the sound wall in the northeast section of the cloverleaf, adjacent to the Hayward Park neighborhood. This project is jointly funded by the San Mateo County Transportation Authority (SMCTA) and is estimated to be completed by the end of August 2025. No major impacts or closures to traffic are anticipated. For more information, please click on the button below. Important Park Closures The City would like to inform the community of the following temporary closures in our parks. Seal Point Dog Park Closed for Maintenance Attention San Mateo Dog Owners! Seal Point Dog Park will closed for maintenance on Thursday, April 17, 2025. We appreciate everyone’s cooperation as we work to keep our dog parks beautiful for all to use! Restrooms at Harborview Park are Closed for Repairs The restrooms at Harborview Park will be closed for several days due to an internal pump failure. Staff is actively working to secure an ADA-compliant portable bathroom with a handwashing station as a temporary solution while they find a contractor to complete the necessary repairs. Library Updates City Appoints Rukshana Singh as City Librarian The City has appointed Rukshana Singh as City Librarian, following her selection by City Manager Alex Khojikian and approval by the Library Board of Trustees. Singh has served in a leadership capacity within the San Mateo Public Library since 2012 and will now oversee the department’s operations and long-term strategy. In her new role, Singh will manage a team of more than 60 staff members known for their strong collaboration, low turnover, and shared commitment to inclusive, community-oriented service. The San Mateo Public Library system is recognized for its participatory workplace culture and programs that engage residents across all ages and backgrounds. As Deputy City Librarian, she played a central role in developing the 2025–2028 Strategic Plan and collaborated with managers to expand in-person programming, welcoming residents back into library spaces. She successfully led the Library through the challenges of the COVID-19 pandemic, establishing curbside service and overseeing a safe return to full operations. She also spearheaded key innovations, implementing new technologies to enhance workflow and strengthen patron engagement. Throughout her tenure, she has fostered partnerships across City departments and with regional stakeholders to support innovation, community outreach, and professional development, empowering staff to lead successful projects.
